Meeting Minutes for July 3, 2025 – Bid Opening
Heritage Palms Community Development District
The advertised Bid Opening meeting for Heritage Palms Community Development District, was held on Thursday, July 3, 2025 at 12:00 p.m. at the office of Premier District Management, 3820 Colonial Boulevard, Suite 101, Fort Myers, Florida, 33966. The purpose of this meeting was for the District Manager, staff, and the interested public to receive and open sealed bids entitled: “HPCDD Mill and Repave Wine Palm Road and Seminole Palm Way RFP# HPCDD-2025-01.”

The following is a summary of the Heritage Palms Community Development District (CDD) Bid Opening Meeting.
FIRST ORDER OF BUSINESS Call to Order and Roll Call
The meeting was called to order at 12:00 p.m., and District Manager Cal Teague listed those in attendance: District Manager Cal Teague, Client Services Manager Christopher Dudak, Assistant District Manager Mandie Rainwater, and PMI submitter representative Jonathan Wurtenberg.
SECOND ORDER OF BUSINESS Background Information
The bid packet entitled “HPCDD Mill and Repave Wine Palm Road and Seminole Palm Way RFP# HPCDD-2025-01” was advertised on June 4, 2025 as required by Florida Statutes, and the bid period was open for 30 days. This RFP was also sent to several potential bidders:

On July 2, 2025, the following additional information was sent to all those to whom solicitations were sent and to those who requested information:
Notice to Bidders: If you are receiving this blind notification, then I have communicated with you previously about this RFP.
This is notice that a timeline and completion date of the project will be an important part of the negotiated contract. The start date will be negotiated and based upon contractor availability, but the CDD Board desires it to be 9/1 to 9/31.
This is also a reminder that sealed bids must be received in our office by Thursday, July 3, 2025 at noon.
THIRD ORDER OF BUSINESS Opening of Sealed Bids
Two Bids were received in the office of Premier District Management before the advertised deadline of 12 p.m. on July 3, 2025, with one bid being received via email after deadline.
At 11:22 a.m., a representative from Southern Striping Solutions, LLC, a.k.a. Collier Paving hand delivered a bid packet. The representative was told he could stay for the opening, but he opted not to. He asked that alex@collierpave.com be contacted afterward to be told which company was the lowest bidder.
At 11:51 a.m., Jonathan Wurtenberg, a representative from Pavement Maintenance, LLC (PMI) hand delivered a bid packet. The representative opted to remain for the bid opening.
At Noon, District Manager Teague unsealed the Southern Striping Solutions bid. He stated that staff will verify after the meeting if the bid packets are complete. He read out the bid tabulation: Total Base Bid: $411,396.09 and the Total Base Bid + Alternate: $483,704.79.
Client Services Manger Dudak unsealed the PMI bid. He read out the bid tabulation: Total Base Bid: $411,746.00 and the Total Base Bid + Alternate: $501,170.00.
The low bidder is Southern Striping Solutions/ Collier Paving. DM Teague restated that the district does not have to go with the low bidder. The bids will be reviewed by District Engineering staff and they will make a recommendation to the Board.
Jonathan Wurtenberg left the meeting at 12:05 p.m.
At 12:06 p.m., District Manager Teague noted that Russ Berner Construction had emailed him a bid with a timestamp of July 3, 2025 at 12:03 p.m. As this bid did not comply withe advertised bid requirements, the bidder was notified of the unacceptability of his bid.

The meeting was adjourned at 12:06 p.m. by District Manager Teague.
